Interim Executive Director at CECERI and a Professor of International Relations at the University of Kinshasa. Eugène is an expert in the fields of geopolitics, geopolitical strategy, and international sustainable development. 


Aime Lokulutu

Secretary General and Director of Operations at CECERI. Aime is a policy expert in Public Health Systems and Administration in Developing Countries.


Jean-Pierre Nsamba Mboyo

Chief of Staff and a Head of the Research Fellow Program at CECERI specializing in foreign policy, defense, security, and international disarmament. Assistant Professor in the Faculty of Social Sciences, Administration, and Politics and the Department of International Relations at the University of Kinshasa.


Jean Pierre Lotoy Ilango-banga

Director of Political Science Research at CECERI. Dr. Lotoy Ilango-Banga received his PhD in Political and Administrative Sciences from the University of Kinshasa and is a former student of the Lazarists, the Brothers of the Christian Schools and the Sister-Daughters of Charity. He is a professor at the University of Kinshasa whose current research focuses on the state as a social actor and the social intelligence that accompanies public policy on aboriginal people.


Nkengo Epeli Lokulutu

Senior Adviser at CECERI's Washington D.C. liaison office. Nkengo is a policy expert in International Development, Economics, and Foreign Affairs in Sub-Saharan Africa.


Emma Loebson

Adviser at CECERI's Washington D.C. liaison office. Emma currently serves as a consultant and policy analyst focused on natural resource issues and responsible development.


Nestor Mbolokala Imbuli

Professor at the University of Kinshasa and a visiting fellow at CECERI. Through his work at CECERI, Nestor has participated in a variety of international conferences and symposiums and has authored several CECERI publications including, For a Well-Being Collection of Humanity.


Léonard ntuaremba onfre

Professor of International Relations at the University of Kinshasa specializing in international cooperation and development. As a lead researcher and visiting fellow at CECERI, he has helped author several of the Center's scientific articles exploring international challenges to cooperation and progress.


Madame Bibiche Kiakesidi Kiyungu

Research Associate at CECERI and a teaching assistant candidate at the University of Kinshasa. Madame Kiakesidi's current work at CECERI examines the effects of U.S. foreign policy on domestic policies in the DR. Congo as well as the issue of disarmament within central and eastern Africa. Her primary research interests include the protection and promotion of human rights, equality, and environmental sustainability in the DR. Congo.


Antoine Roger Bumba Monga Ngoy

Visiting Fellow at CECERI and a Professor at the University of Kinshasa. Dr. Bumba Monga Ngoy received a Doctorate in Psychology and a degree in Educational Planning from the Catholic University of Louvain-la-Neuve in Belgium. His research currently focuses on human resource development and management.
